16 mil isnt bad i think, they are usually on 10-14 mil. But i do agree with you, they used to be 3 collab a year but SU reduced it to 2, but i feel like 2 is still too much. Especially when these collab takes 2 event slot that could actualy be used for the game own world building

Nikke's persona collab knocked them down so hard, it was so poorly received and the units failed to live up to expectations even just looks wise
