I'll go further and say that I don't think we'll even get humans to Mars at all. The money and interest just isn't where it has to be and if it ever does get there, Mars will no longer be the target. It'll switch to space colonies like in Gundam or something like that.

You are onto something there, first we will have commercial space stations. Multiple ones are in the development, here is one example:

This is more likely to happen soon, as it has real benefits for humanity with its r&d and experiments.

Even if we could refine oil on Mars, it would cost $270,000 per gallon to transport it back to earth.
